According to Cabinet Resolution No. 1320, which entered into force on November 30, the

automatic accrual of state social assistance and benefits during martial law is terminated.

Types of benefits and benefits that will not be automatically accrued

We are talking about the following types of social assistance:

  • state social assistance to low-income families,

  • child support for single mothers;

    assistance for children who have been placed under guardianship or guardianship,

  • assistance for children with severe perinatal damage to the nervous system, with severe congenital malformations, rare orphan diseases, oncological, oncohematological diseases, cerebral palsy, severe mental disorders, type I diabetes (insulin-dependent), acute or chronic stage IV kidney diseases , for a child who received a serious injury, needs an organ transplant, needs palliative care, who has not been diagnosed with a disability,

  • monthly financial assistance to a person who lives with a person with a disability of group I or II due to a mental disorder, which, according to the opinion of the medical commission of a medical institution, requires constant external care, care for him,

  • temporary state assistance to children whose parents evade payment of alimony, are unable to support the child or their place of residence is unknown,

  • temporary state social assistance to an unemployed person who has reached the general retirement age, but has not received the right to a pension payment;

    housing assistance for IDPs.

  • state social assistance to persons with disabilities since childhood and children with disabilities,

  • state social assistance to persons who do not have the right to a pension and persons with disabilities;

    benefits previously assigned. 

Automatic accrual of all types of state assistance will continue

only for those living in occupied territories or where hostilities are taking place. 

In which case payments are not renewed

 If a territorial community is removed from the list, state social assistance and benefits continue to be paid during the month in which the territorial community is removed from the list and during the following month after its removal.

In the event that during the period of martial law, information was discovered and/or information was received that influenced or could influence the establishment of the right to receive state social assistance and the determination of its amount, the payment of such assistance is suspended from the month following the month in which the information was discovered and/or received information. 

What needs to be done to continue receiving payments

Those who previously received assistance automatically, now live outside communities that are located in the area of ​​hostilities or are under temporary occupation, encirclement (blockade), in order to receive payments in the future, it is necessary to submit a corresponding application from January 1, 2023.

To do this, you need to contact representatives of communities or the National Center for Social Development with a package of documents.

The social protection authorities are obliged to inform beneficiaries and aid recipients about the termination of payments/benefits by sending a message by mail/e-mail/mobile communication means and explain the need to apply from January 1, 2023 for continuation of payments/benefits.

Recalculation of benefits is carried out by the Pension Fund bodies after January 1, 2023 in relation to the handling of the necessary documents.

At the same time, funds paid during martial law at the time of submitting new applications and documents are not subject to return.
