However, the Environmental Protection Committee questioned the large-scale development of the earth embankment without explaining the necessity, and the reasons for using hydrated gypsum as the raw material for the embankment core were not sufficient, and requested that the case must be corrected before trial.

The developer explained that strong winds in the Mailiao area often bring dust and salt damage in winter, resulting in poor survival rates of windbreak forests. Sand embankment.

The total installed capacity of wind turbines is about 25.2MW, and the construction period is about 1 to 1.5 years. The windproof sand embankment located in the northwest is 2 kilometers long, 90 meters wide, and 8.5 meters high, and the construction period is about 4 years.

The development unit also stated that the core of the windbreak sand embankment is low-strength concrete (CLSM) containing hydrated gypsum and coal ash, which can achieve the purpose of recycling waste resources.

However, the Environmental Protection Committee questioned that hydrated gypsum is a strong alkaline substance and has reached harmful standards, and the current technology is not yet feasible. It is not appropriate to apply for such a large-scale reuse plan. It is recommended to carefully plan the earth embankment filling material Sources, blending ratios, and types of possible alternative sources.

If the new earth embankment needs to be filled with hydrated gypsum, it may be necessary to apply for a change in the environmental impact assessment in accordance with relevant regulations such as the Waste Clearing Law, which cannot be handled together with the environmental assessment of land-based wind turbines.

Some environmental committees also believe that the development unit has not provided data to prove the severity of the wind and sand in the area, so it is necessary to build a large-scale windproof sand embankment with a height of about two floors and a length of about 2 kilometers. ", requires the development unit to clearly explain the necessity of building a new earth embankment, assess the feasibility of reducing the development scale of the earth embankment, and explain clearly the ecological impact of the new earth embankment on the surrounding area.

In addition, in order to reduce the impact of land-based wind turbines on birds and bats, the Environmental Protection Committee requires that the development unit should start the wind turbine load reduction mechanism as long as it picks up seven dead birds or bats every week; supplement the night-time bird observation data in the impact area; And evaluate the installation of radar monitors above the wind turbines, and supplement the location and quantity of warning lights and repelling equipment.
