Living wage and minimum wage in 2023

The state budget for 2023 approved by the Verkhovna Rada

does not provide for an increase in the subsistence minimum and the minimum wage. 

Due to the full-scale war, the living wage for persons who have lost their ability to work, as well as the minimum old-age pension, will not increase next year and will amount to UAH 2,093.

The minimum wage will also not change in 2023, it is currently UAH 6,700 

That is, the traditional increase of the minimum wage and allowances for pensions in the next year is not foreseen. 

Indexation of pensions in 2023

Despite everything, indexation of pensions is planned for March 2023.

In advance, we are talking about a 5% increase.

Who can get to become a pensioner next year 

In 2023, Ukrainians with 30 years of service will be able to apply for a pension at the age of 60, at 63 they will be able to retire with at least 20 years of service, at 65 - at least 15.

Pensions of residents of Chernobyl in 2023

According to the changes made to the legislation on pensions for residents of Chernobyl, minimum disability pensions for liquidators are now tied to the average salary in Ukraine.

The average salary in the country, which is taken into account when calculating pensions, for 2021 is UAH 12,993.56.

In the case of group I disability, the total amount of the pension with all allowances cannot be lower than this amount, i.e. 100%.

For persons with the II group of disabilities, the pension is established in the amount of not less than 80% of the indicated amount, in the presence of the III group — 60%.  

In February 2023, the Pension Fund should announce the average salary for 2022.

According to the size of the average salary, from March 1, 2023, the minimum pensions of Chernobyl residents will be automatically recalculated. 

Will there be enough money for retirement next year?

According to the Prime Minister of Ukraine, Denys Shmygal, in 2023, Ukrainians will not be left without pensions, salaries and other budget payments.

In 2023, the Cabinet of Ministers plans to cover all social budget expenditures related to the payment of pensions, salaries to state employees, assistance to internally displaced persons and people with disabilities. All this will be financed thanks to reliable partners of Ukraine - the USA, Canada and the countries of the European Union.
