[Reporter Xu Ziling/Taipei Report] The dispute over the part-time job of Hsinchu mayoral candidate Gao Hongan of the People's Party continued to rage, and even Zhuo Zhenghong, the executive director of the Information Policy Council, was charged with receiving part-time fees.

The Information Policy Council issued a legal counterattack today, emphasizing that the CEO's position as a director of the Iron Research Center is unpaid, and the part-time fees received are transportation expenses, travel expenses, etc., not "salaries".

Media person Huang Yangming posted on Facebook last night that "the evidence is overwhelming, Zhuo Zhenghong received 85,000 yuan in part-time fees from a consortium affiliated to the Ministry of Communications last year."

Huang Yangming pointed out that Zhuo Zhenghong served as a part-time director of the "Railway Technology Research and Verification Center" in the consortium legal person of the Ministry of Communications, and according to the financial statements and accountants' audit report on the center's official website last year, all directors' part-time fees were disclosed. Zhuo Zhenghong last year I received a part-time fee of 85,000 yuan from the center.

The Information Policy Council issued a statement today stating that the part-time fee received by the CEO is not a salary, and all part-time fees approved by the competent authority are handled in accordance with regulations.

The following is the full text of the statement:

Article 52 of the Law on Foundations of Legal Persons clearly stipulates that the directors and supervisors of incorporated legal persons donated by the government shall not be paid.

Unpaid positions may receive reasonable remuneration for various non-labor consideration when exercising their functions and powers in meetings, etc., and the "Part-time Expenses for Military and Civil Education Personnel" should be applied.

In addition, these part-time fees include transportation expenses, carriage fees, attendance fees, etc. (Refer to the Supreme Judge's Interpretation No. 282, Legislative Reasons for the Law on Foundations of Legal Persons, and the General Office of Personnel Administration of the Executive Yuan.)

The establishment regulations of the Iron Research Center stipulate that "the directors and supervisors of the center are unpaid." The standard for paying part-time fees for directors and supervisors also stipulates that "the directors and supervisors of the center are unpaid."; "The directors and supervisors of the center are not paid." For those who are appointed by law or have the permission of service agencies (institutions) and schools to take part-time jobs, the payment of part-time fees shall be handled in accordance with the "Part-time Fee Payment Form for Military and Public Instructors" issued by the Executive Yuan; same.

”; “Part-time fees for directors and supervisors shall be paid according to the monthly payment amount of NT$8,500.”: “This standard has been approved by the board of directors and reported to the Ministry of Communications for approval. The same applies to amendments.”

To sum up, the CEO of the Association is not given a position as a director of the Iron Research Center, and the part-time fees (i.e., transportation expenses, carriage fees, attendance fees, etc.) received when exercising his powers are not "salaries", and they are all paid in accordance with the transportation of the competent authority. Handle part-time fees approved by the Ministry of Finance.
