[Reporter Lin Jinghua/Taipei Report] The National Development and Development Council announced the "2050 Net Zero Transformation Key Strategy" on March 30 this year, and today (21st) held a social communication meeting on the 2050 Net Zero Transformation Key Strategy "Energy Conservation Strategy", the Ministry of Economic Affairs and Energy For the first time, the bureau revealed that by 2030, the new electricity saving will be 35.13 billion kWh.

Taiwan plans to achieve net zero emissions by 2050 through "12 key strategies", and energy conservation is one of the important strategies. Gao Shufang, head of the Energy Bureau of the Ministry of Economic Affairs, explained the relevant draft of the "energy conservation strategy". In the future, Taiwan will face net zero carbon emissions. In addition, due to industrial investment in Taiwan, electrification and digitalization of life, etc., will increase the demand for electricity for industries and people's livelihood.

The energy-saving strategy is mainly aimed at 5 fields such as industry, commerce, residence, transportation, technology, etc., and 6 strategies and 45 measures are put forward. Among them, 6 strategies include driving social energy-saving actions with knowledge, equipment efficiency in line with international standards, and promoting building energy efficiency classification to make net Zero building "walks the walk", combines ESCO's successful experience in spreading, and gives corporate responsibility for spontaneous energy saving, smart energy saving and technological innovation.

From the perspective of residential energy saving, 6 million smart meters will be completed in 2030, which can cover more than 90% of the electricity consumption in Taiwan. In 2025, 100% of the light bulbs sold in the market will be LED lights. In 2030, the minimum allowable energy consumption standards for air-conditioning and refrigerators will be required. To upgrade to the current level 3, Gao Shufang said that this may be the "strictest standard in the world", and measures such as tax rebates for high-efficiency home appliances are also evaluated; residential energy conservation should also be matched with green buildings, and there will be a building energy efficiency classification system, and the promotion of green buildings. Building materials and construction methods, etc.

In terms of commercial energy conservation, the efficiency monitoring and reporting of air-conditioning systems for major users will be implemented in 2023, and the benchmark for refrigeration energy conservation will be implemented in 2024. The allowable energy consumption standard for air-conditioning will also be upgraded to the current level 3, and subsidies will be given to replace outdated lighting, air-conditioning, refrigeration and other equipment. Refrigeration equipment; the efficiency of the motor with the largest power consumption in the industry will be improved, and it is expected to be fully promoted to IE4 motor in 2030; the energy saving of transportation vehicles is expected to promote the compulsory inspection of tire performance projects in 2025, and the energy efficiency standard of new vehicles will be increased by 30% in 2030.

Gao Shufang said that the energy-saving strategy will be reviewed in stages. It is estimated that the electricity saving target in 2030 will reach 35.13 billion kWh, with industry accounting for nearly half, 49%, and commercial and residential electricity saving.

The draft energy-saving strategy also proposes to save 1% of electricity for major energy users after 2025, which was questioned by citizen groups and industry representatives present at the meeting. Energy Director You Zhenwei said that the annual average of 1.4% was previously promoted in industrial electricity-saving. Great power saving.

Gao Shufang added that the well-known industrial power saving of 1% will be implemented from 2015 to 2024, with an average annual power saving of 1%, and the settlement time will be until 2025, but the current plan cannot wait. Set a step-by-step power saving target.

You Zhenwei emphasized that the year to 2050 seems to be a long time, but the planning must be continued, and the government does not exclude innovative approaches. It can also be included through communication with the public. The projects that can be done at present must be taken into account immediately.
